How records are kept fair
A shared record is only worth having if both sides can trust it. These are the rules CaRR works by — what is recorded, who may see it, and what you can do if something about you is wrong.
What CaRR records
Rental conduct, reported by the rental businesses themselves:
- Hires completed, and vehicles returned on time
- Late returns, and vehicles not returned at all
- Damage and accidents, with the photographs taken at hand-over and return
- Money still owed to a rental company
What it never records:
- Bank accounts, balances or statements
- Loans, repayments or any credit history
- Any judgement about whether you can afford something
CaRR provides rental-history and rental-risk information. It is not a Credit Reference Bureau and does not provide credit reports.
How a report becomes visible
- Evidence first. A business reports what happened and attaches proof — photographs, the signed agreement, inspection records. A report with nothing behind it stays a warning, not a mark against anyone.
- Independent review. Serious allegations, such as a vehicle never returned, are reviewed by someone other than the business that made the report.
- Masked listing. What other businesses see is privacy-filtered: the conduct, not your documents. Identity numbers stay encrypted and are shown masked.
- Consented check. A business sees your record only when it runs a check with your consent, and every check records who ran it, when and why.
What other businesses can and cannot see
They can see
- How many hires you have completed
- Whether vehicles came back, and on time
- Damage or amounts owed that have been reported with evidence
- A risk level, with the reasons behind it
They cannot see
- Your full NRC, passport or licence number
- Your address, or the documents you uploaded to another company
- Which other companies you have hired from, beyond the record itself
- Anything at all without your consent to the check
Your rights
- See your record. Ask for it at any time — you do not need an account.
- Dispute anything, free. There is no charge to challenge a record, ever.
- A disputed record stops counting while it is being decided, so a single angry report cannot follow you around in the meantime.
Security
Identity numbers, dates of birth and addresses are encrypted in the database. Screens show them masked. Every check, report, dispute and decision is written to an audit trail that cannot be edited after the fact, and the site is served only over an encrypted connection.
Data protection
CaRR processes personal data under Zambia's Data Protection Act. Data is collected for the stated purpose of verifying rental conduct, kept no longer than needed, and shared only with the rental business running a consented check.
